Your College Student Turned 18: Medical Information, FERPA and Questions Parents Should Ask
Sending a child to college comes with a long list of preparation: tuition, housing, schedules, transportation, textbooks, insurance, and everything needed for move-in day.
One change is easier to overlook.
Your college student may still be your child, but at 18, they are legally an adult.
That change can affect access to information and a parent's ability to act on the student's behalf. It doesn't mean parents can never receive information or assist their adult children. It does mean families shouldn't assume that the access they had while their child was a minor automatically continues in the same way.
Before a student leaves for college, it can be useful to understand what changes—and what questions are worth asking.
FERPA: Education Records Belong to the Student
The Family Educational Rights and Privacy Act, commonly known as FERPA, protects the privacy of student education records.
When a student turns 18 or attends a postsecondary institution, the rights FERPA previously provided to the parent generally transfer to the student.
That doesn't mean a college can never provide information to a parent. Federal law permits disclosure in certain circumstances without the student's consent, including specified health or safety emergencies. Other circumstances may also permit disclosure, and colleges may have their own processes through which students can authorize access to certain information.
The practical takeaway isn't that parents are completely “locked out” at 18.
It's that access should not simply be assumed.
Students and parents can review the college's policies and ask what options are available if the student wants a parent or another trusted person to have access to certain educational information.
Medical Information Is a Separate Question
Medical information is governed by a different set of privacy rules.
Once a student is an adult, parents should not assume they will automatically have access to the student's medical information simply because they are the parent.
At the same time, HIPAA does not prohibit healthcare providers from communicating with family members in every circumstance. What information may be shared can depend on the circumstances, the student's wishes, whether the family member is involved in the student's care or payment for care, and other applicable requirements. HHS guidance explains, for example, that providers may share relevant information with family or others involved in care when an adult patient agrees or does not object, and in some circumstances when the patient is unavailable or incapacitated and the provider determines disclosure is in the patient's best interests.
For families, the better question is:
If my adult child wants me to be able to receive information or assist in a medical situation, what arrangements should we make in advance?
That question belongs with the student's healthcare providers, attorney, or another source qualified to provide that guidance—not the notary.
What Questions Should Families Ask Before College?
There isn't one universal set of documents or authorizations for every college student.
A student's circumstances and wishes matter, and determining what arrangements fit those circumstances is a question for the student and the professionals or institutions qualified to provide that guidance.
Families may want to ask:
How does the college handle student authorization to release educational information?
If the student wants a parent or another trusted person to receive medical information, what should the family discuss with the student's healthcare providers?
Are there legal arrangements the student should discuss with an attorney?
If completed documents require signing, witnessing, or notarization, what execution instructions have been provided?
These conversations can help establish what the student wants and what arrangements may need to be made before the signing stage begins.
Where Blue Quill Fits
Once documents have been prepared and the signing requirements identified, Blue Quill Signature Services can support the execution stage.
For documents requiring notarization, Blue Quill performs the identified notarial acts while independently fulfilling the responsibilities required under Pennsylvania notary law. For a multi-document signing, we approach the appointment document by document and work within the signing arrangements and instructions provided.
As a mobile service, Blue Quill can bring the signing appointment to an agreed-upon location in Upper Bucks County and surrounding Pennsylvania communities—whether a student is preparing to leave for school, home during a break, or otherwise available for the signing.
But Blue Quill's service is not simply about bringing a notary to a convenient location. We approach the appointment as a coordinated signing experience, with advance preparation, clear communication, attention to signing logistics, discretion, and careful attention throughout the appointment.
If a question arises involving legal advice, document interpretation, or another matter outside the notary's authorized role, Blue Quill directs that question to the attorney, document preparer, healthcare provider, educational institution, or other source qualified to address it.
Preparation Before It Becomes Urgent
College preparation tends to focus on what students will need when everything goes according to plan.
Some preparation is about what happens when it doesn't.
Understanding how access to educational and medical information changes, discussing the student's wishes, and obtaining guidance from the right sources before documents are needed can help families address important questions before an unexpected situation arises.
Once any necessary documents have been prepared, families can then focus on completing the signing requirements that apply to them.
Preparation doesn't end at 18. It changes.

When Your Estate Plan Is Ready: Understanding the Signing and Notarization Step
Creating an estate plan is one of the most meaningful steps you can take to prepare for the future and put your wishes in writing.
But preparing the documents is not necessarily the final step.
Once your attorney or other authorized document preparer has completed your estate planning documents, those documents still need to be executed according to the instructions and requirements that apply to them. Depending on the documents involved, that process may include signatures, witnesses, notarization, or a combination of these.
Understanding where the notary fits into that process can help you approach the signing appointment prepared.
Preparation Comes Before the Signing
An estate planning signing appointment should begin with completed documents and clear signing instructions.
Your attorney or document preparer is the appropriate source for questions about what documents you need, what those documents mean, how they should be completed, and what legal requirements apply to their execution.
A notary has a different role.
When notarization is required and the notarial act has been identified by the document, attorney, document preparer, receiving organization, or other authorized source, the notary performs that act in accordance with Pennsylvania notary law. The notary does not select your estate planning documents, interpret their legal effect, provide legal advice, or determine how a document should be completed.
What Happens When Notarization Is Part of the Signing?
Notarization serves a specific purpose within the document-signing process.
The notary's responsibilities depend on the notarial act being performed. These responsibilities may include verifying the identity of the individual appearing before the notary, taking an acknowledgment, administering an oath or affirmation, witnessing a signature when required, completing the notarial certificate, and making the required journal entry.
Blue Quill's notarial responsibilities remain the same regardless of where the signing appointment takes place; mobility changes the location, not the standards that govern the notarial act.
Estate Planning Documents Do Not All Have the Same Requirements
Estate plans can contain several different types of documents, and their signing and notarization requirements are not necessarily the same.
Blue Quill approaches each estate planning signing document by document, recognizing the distinctions among the documents and the notarial acts identified for the signing.
For attorney-prepared documents, Blue Quill works within the signing arrangements and instructions provided while independently fulfilling the responsibilities of the notary.
For self-prepared or otherwise completed documents, the signer should obtain any necessary direction about execution requirements or the appropriate notarial act from the document issuer or preparer, receiving organization, attorney, or another authorized source.
A Mobile Signing Can Make the Execution Step Easier
Estate planning documents are often signed at moments when convenience, coordination, and flexibility matter.
A signer may prefer the privacy of home. A family may be coordinating an appointment for someone living in a senior community or care setting. An attorney may need mobile signing support for a client who cannot conveniently return to the law office.
Blue Quill Signature Services brings the estate planning signing appointment to an agreed-upon location in Upper Bucks County and surrounding Pennsylvania communities.
But the service extends beyond simply bringing a notary to a location. Blue Quill approaches the appointment as a coordinated signing experience—with advance preparation, attention to signing logistics, clear communication, discretion, and careful attention throughout the appointment.
Before Your Estate Planning Signing Appointment
A few practical steps can help the appointment proceed smoothly.
Confirm the signing instructions provided with your documents, know who needs to be present, make sure each person requiring notarization has acceptable identification, and follow any instructions about whether signatures should be completed before or during the appointment.
If questions arise about the meaning of a document, its legal effect, how it should be completed, or another matter requiring legal advice or document interpretation, those questions should be directed to the attorney, document preparer, or other appropriate source.
Clear professional boundaries help protect the integrity of the signing process.
When the Documents Are Ready, the Experience Still Matters
Preparing an estate plan represents considerable thought and planning. The signing appointment is where those prepared documents move toward execution.
That step deserves the same level of care.
Blue Quill Signature Services provides mobile estate planning signing support in Upper Bucks County and surrounding Pennsylvania communities.
Because when important documents are ready to be signed, the experience matters.

What to Expect From a Blue Quill Signing Appointment
A closer look at the preparation, communication, and care surrounding the notarial act.
Before We Arrive
A well-run mobile signing begins before the appointment. Blue Quill gathers the information needed to understand the logistics and communicates known identification, preparation and appointment requirements before signing day.
During the Signing
Identity is verified, the appropriate notarial act is performed, and the notarial certificate and required records are completed. For multi-document appointments, documents are handled methodically so the signing can proceed in an organized manner.
If a signer raises a question involving legal advice, document interpretation, or another matter outside the notary’s authorized role, Blue Quill directs the question to the attorney, document preparer, or other appropriate source. Maintaining clear professional boundaries is part of conducting the signing properly.
A Professional Presence in Someone Else's Space
A signing appointment often means entering a private residence, workplace, or care setting. Blue Quill approaches those spaces with respect and limits attention to what is necessary to perform the service.
Before the Appointment Ends
Applicable notarial records are completed and the documents handled during the appointment are accounted for and left or returned according to the arrangement in place. For professional referrals, Blue Quill follows the agreed status-communication process.
The Blue Quill Standard
A correctly performed notarization should be expected. The Blue Quill Standard describes the service experience surrounding it: preparation, clear communication, professional boundaries, discretion, organization, attention to detail, and respect for the people involved and their time.

What mobile notary service means, how Blue Quill approaches the signing experience, and the services currently available.
A mobile notary performs notarial duties as a notary at an agreed-upon location rather than requiring the signer to visit a fixed notary location.
The notary’s responsibilities under Pennsylvania law remain the same wherever the appointment takes place. Mobility changes the location—not the standards or requirements that govern the notarial act.
At Blue Quill, mobile service is only one part of the experience. Each appointment is approached with preparation, clear communication, discretion, and careful attention to the details of the signing.
Estate planning often involves more than one document and, depending on the documents involved, may require multiple signatures, witnesses and notarizations.
Blue Quill supports signing appointments involving documents such as:
Wills and related self-proving affidavits
Trust documents
Powers of attorney
Healthcare directives
Other documents included in an attorney-prepared estate planning package
For attorney-referred appointments, Blue Quill works within the signing arrangements and document instructions provided by the attorney while independently performing all notarial acts in accordance with Pennsylvania notary law. Legal advice and document interpretation remain with the attorney. When individuals contact Blue Quill directly, we provide the same prepared, professional signing experience and perform the appropriate lawful notarial act when the document, its instructions, or another authorized source identifies what is required.
Blue Quill also provides general mobile notary service for individuals, families, businesses, and professional referral partners. Appointments may involve affidavits, acknowledgments, sworn statements, authorizations, certified-copy services where permitted, and other completed documents requiring a notarial act.
The same Blue Quill approach applies whether the appointment involves an estate planning package or a single document: thoughtful preparation, professional execution, clear communication, and careful attention to the details of each signing appointment.
Appointments can be arranged at an appropriate location within the Blue Quill service area, including a residence, workplace, senior living community or care setting, or another mutually agreed-upon location.
The setting may change from one appointment to another. The expectation for preparation, discretion, and professionalism does not.
Whether you are arranging an appointment for yourself, a family member, or a client, contact Blue Quill with the type of document requiring notarization, the preferred appointment location, and the timing needed. We’ll use that information to discuss the appointment and service availability.

JULY 2026
A career shaped by quality assurance and regulatory compliance continues to influence how I approach my work today.
Before founding Blue Quill Signature Services LLC, I built my professional career in quality assurance, regulatory compliance, inspection readiness, and the careful handling of sensitive information.
It was work in which accuracy, preparation, documentation, and professional judgment mattered every day. Those habits became part of how I work.
Notary work is a different profession with its own defined responsibilities, but some professional disciplines transfer naturally.
I approach an appointment with the expectation that preparation matters. I pay attention to details rather than relying on assumptions. I value clear communication, appropriate documentation, defined professional boundaries, and discretion with sensitive information.
My professional background also reinforced an important principle: understand the scope of your role.
A Pennsylvania notary has specific duties and limitations. I don't select legal documents, interpret what a document means, or advise a signer about what they should do. Questions requiring legal guidance belong with the attorney or document preparer.
I created Blue Quill to bring the professional disciplines that shaped my career into a service of my own.
Quality assurance taught me to look beyond whether a task was completed and consider whether the process supporting it was sound. Regulatory work reinforced the importance of defined responsibilities. Years of working with sensitive information made discretion second nature.
Those experiences are part of what happens before the pen ever meets the page.

JULY 2026
Mobile notary service designed by preparation, discretion, and attention to detail.
A Professional Approach to Important Signing Moments
Blue Quill provides estate planning signing services and general mobile notarization for individuals, families, and professional referral partners. Each appointment is approached with thoughtful preparation, clear communication, and careful attention to the notarial process.
As a mobile service, we bring that experience to an agreed-upon location—combining the convenience of a traveling notary with the professional standards important documents deserve.
Supporting Estate Planning Signings
Estate planning documents may come to the signing table in different ways. Some clients work with an estate planning attorney, while others contact Blue Quill directly with completed documents they obtained or prepared through another source. Blue Quill provides mobile notary support for estate planning signings in either situation.
For attorney-referred appointments, we work within the signing arrangements and document instructions provided by the attorney while independently performing all notarial acts in accordance with Pennsylvania notary law. If an instruction conflicts with the requirements governing a Pennsylvania notary, those legal requirements must control the notarial act.
Individuals may also contact Blue Quill directly; an attorney referral is not required to schedule mobile notary service. We can provide the same thoughtful preparation and professional signing experience whether an appointment is referred or scheduled directly. When a notarial act is required, we can explain the notarial process and perform the appropriate lawful notarial act when the document, its instructions, or another authorized source identifies what is required. If the required notarial act has not been identified, Blue Quill cannot select one for the signer. That direction must come from the document issuer or preparer, receiving organization, or an attorney.
Serving Individuals, Families and Professional Partners
Blue Quill works directly with individuals and families as well as with estate planning attorneys, financial advisors, and other professional referral partners. A professional referral is not required to schedule mobile notary service.
Whether the signing involves a complete estate planning package or a single document, our approach remains the same: thoughtful preparation, professional execution, clear communication, and careful attention to the details of each signing appointment.
Blue Quill is based in Upper Bucks County, Pennsylvania and was created to serve the people and professionals in the surrounding communities.
And we're just getting started. Additional Blue Quill services are planned and as those services become available, they'll be announced here and through our social channels.
This is the first article in From the Quill, where we'll share practical information about notarization and signing appointments, timely topics for individuals and professionals, local features, and a closer look at Blue Quill.
We're glad you're here.
