Blue Quill Signature Services, LLC ("Blue Quill," "we," "us," or "our") provides mobile notarial services and signing services through a duly commissioned Pennsylvania Notary Public. By booking an appointment or otherwise using our services, you agree to the terms below.

Blue Quill provides mobile notarial and signing services in accordance with Pennsylvania law. For a current description of services offered, see our Services page. Some services are provided through community, volunteer, or special-event programs; see Section 12.
Blue Quill is not a law firm and does not provide legal advice, draft legal documents, or determine which documents you should sign. We notarize and witness documents prepared by you or your attorney. Statutory notarial duties — including verifying your identity, assessing your awareness and capacity, and confirming your signature is being given knowingly and voluntarily — are performed independently by the notary in accordance with Pennsylvania law, and cannot be waived, altered, or directed by an attorney, financial advisor, family member, or any other third party.
Pennsylvania law requires you to personally appear before the notary — by you as the signer for most notarial acts or by whoever is requesting the act for certain services like copy certification — and requires that person be able to communicate their understanding and willingness to proceed. If you need an accommodation to do so, let us know before your appointment so we can confirm it's something we're able to support.
If the notary observes something that raises a concern about these requirements, we'll pause the signing and, if your appointment was arranged through your attorney, contact their office before proceeding. We may decline or postpone the notarial act if the concern isn't resolved, regardless of prior scheduling.
Using Blue Quill's services does not create an attorney-client relationship.
Notarial fees charged for each notarial act comply with the maximum fees set by the Pennsylvania Department of State under 4 Pa. Code § 167.3:

These amounts are itemized on your receipt as required by Pennsylvania law. Where an act is included in your estimated package, it is itemized for your records and is not billed in addition to your package price.
Unless otherwise included in your estimate, service pricing assumes one appointment location. Signers requiring service at separate locations may require additional travel/service charges or a separate appointment. You (or the party booking on your behalf) are responsible for providing accurate information reasonably necessary to schedule and estimate your appointment, including the appointment location, number of signers, anticipated number of documents and notarial acts, known witness needs, and known facility-access requirements. Material changes may affect the applicable service fee or require a revised estimate.
A mobile service fee applies to every appointment and is calculated based on the distance and estimated time between Blue Quill's dispatch location and your appointment location, regardless of where the notary actually begins travel for a given appointment. An estimate is provided prior to booking. This fee is separate from the notarial fee above and is itemized separately on your receipt.
A $25.00 nonrefundable booking fee is required to confirm every appointment, except as provided in Section 12.1. This fee reserves your appointment time and is credited toward your total invoice if the signing is completed.
The booking fee is nonrefundable regardless of outcome — including cancellations, rescheduling, no-shows, or any signing that cannot be completed once our notary has arrived (for example, due to unacceptable identification or a signer choosing not to proceed).
● Cancellations or rescheduling made at least 24 hours before your appointment: no additional charge beyond the nonrefundable booking fee. Rescheduled appointments carry the original booking fee forward to the new date.
● Cancellations or rescheduling with less than 24 hours' notice, and no-shows, are also charged the full mobile service fee.
If our notary arrives and the notarization cannot be completed for reasons outside our control — including an invalid or unacceptable ID, a signer's refusal or change of mind, or document issues discovered on-site — you remain responsible for the nonrefundable booking fee and the applicable mobile service fee. Notarial fees are charged only for acts actually performed. Any rush, after-hours, weekend, holiday, or agreed printing charges are earned upon our arrival (or, for agreed printing, once documents are printed) and are likewise nonrefundable.
If our notary arrives ready to proceed but your appointment is delayed — for example, because a signer isn't ready, a required participant isn't present, or facility access is delayed — the first 15 minutes are included at no additional charge. This rate is disclosed in these Terms before you book; if a waiting period begins, we'll let you know at the time the fee starts accruing. After that, a waiting fee applies per 15-minute increment (or part of an increment). This applies to every appointment, not only appointments at hospitals or facilities. This fee is itemized separately on your receipt.
For estate planning signings, 60 minutes of appointment time is included. This rate is disclosed in these Terms before you book; if your appointment runs longer, we'll let you know at the time overtime starts accruing. An overtime fee then applies per 15-minute increment (or part of an increment). This fee is itemized separately on your receipt.
Additional fees apply where your appointment exceeds the scope of your estimated service — for example, additional signers, documents, or notarial acts beyond what was included in your estimate.

● Witness provided by Blue Quill, if you cannot supply your own and if the service is offered at the time of your appointment
● Printing, scan-back, or return-delivery services, when available and agreed to in advance
● Special handling for large binders or facility-specific protocols
● Multiple signing locations (e.g., a second signer at a different address) — additional time or a separate appointment, estimate provided in advance
Rush/expedited scheduling and after-hours, weekend, or holiday timing are priced separately and may apply together to the same appointment — for example, a same-day appointment scheduled in the evening may incur both a rush charge and an after-hours charge. Applicable charges are disclosed and estimated before booking.
Fees for these items are disclosed to you before they apply. If we agree to provide printing services, the applicable fee will be disclosed before the service is performed and becomes nonrefundable once the documents have been printed.
Payment Terms. Payment is due as specified in your estimate, booking confirmation, invoice, or other written service arrangement. Accepted payment methods are those we make available or communicate to you at the time of booking or payment. An itemized receipt is provided for all fees charged.
Refunds. Refunds, where applicable, are determined in accordance with the cancellation, incomplete appointment, and additional-fee provisions above. Any refund due will generally be returned to your original method of payment. We're not responsible for processing or posting times imposed by your bank, card issuer, or payment provider after a refund has been issued.
Payment Disputes and Chargebacks. If you believe a charge is incorrect or that a refund is due, please contact us promptly so we can review the matter and resolve it directly where appropriate. Nothing in these Terms limits your rights with your card issuer, financial institution, or payment provider. If a payment is disputed or a chargeback is initiated, we may provide information reasonably necessary to respond to the dispute, including booking and transaction records, these Terms, appointment records, communications, receipts, and records concerning services provided or attempted. Initiating a payment dispute or chargeback doesn't, by itself, change the fees or other obligations that apply under these Terms.
You can establish your identity with a current, unexpired photo ID (such as a passport, driver's license, or government-issued non-driver ID card). If you don't have one, contact us before your appointment so we can determine whether another identification method permitted under Pennsylvania law is available. Our notary may ask for additional identification at any time if there's uncertainty about your identity.
You (or your attorney or advisor, where applicable) are responsible for identifying which notarial act is required for each document. If a document doesn't specify the required act, please confirm with your attorney or the document's issuing party before the appointment. Our notary cannot determine, select, or advise on which notarial act to use, as doing so may constitute the unauthorized practice of law (see Section 1.2).
Your documents must be sufficiently complete and ready for execution at the time of your appointment. We don't determine how a document should be completed, drafted, or finalized. Questions about whether your document is ready for signing, or how it should be completed, should go to your attorney, document preparer, or the document's issuing party.
Our notary may decline to notarize a document that's incomplete, has blank spaces relevant to the notarial act, or is presented only as a photocopy where an original is required. Please confirm your document is complete and ready with your attorney or the document's issuing party before your appointment.
Some documents may require one or more witnesses, depending on the requirements of applicable law or the instructions of the attorney, document preparer, or issuing or receiving organization responsible for your document. We don't determine whether your document requires witnesses or how many are required. You're responsible for confirming witness requirements in advance and for providing qualified witnesses, unless our witness service is offered at the time of your appointment and has been arranged for an additional fee.
Blue Quill performs notarial acts in accordance with Pennsylvania law. We are not responsible for the validity, accuracy, enforceability, or legal effect of any document presented for notarization, or for missed legal, regulatory, court, or filing deadlines. To the maximum extent permitted by law, our total liability for any claim is limited to the total fees you paid for the appointment giving rise to the claim, and we are not liable for indirect, incidental, or consequential damages.
Notarization does not guarantee that your document will be accepted by any court, government agency, recorder of deeds, financial institution, foreign authority, or other recipient.
If a document is found to contain a notarial error directly attributable to Blue Quill, we will provide a courtesy re-signing at no additional notarial fee, provided the error is reported within 48 hours of the original appointment (a standard mobile service fee may apply for a separate return visit). Clients (and, where applicable, a referring attorney or advisor who booked the appointment) agree to indemnify and hold Blue Quill harmless from claims arising from inaccurate information or defective documents/templates supplied to us.
Blue Quill maintains the Pennsylvania-mandated notary bond required under state law and additionally carries errors & omissions (E&O) insurance.
Blue Quill provides mobile service within Upper Bucks County, PA and the surrounding region. Appointments outside this area may incur an additional mobile service fee, disclosed prior to booking.
For appointments at hospitals, skilled nursing facilities, assisted living facilities, rehabilitation facilities, or other locations with controlled or restricted access, you're responsible for confirming that we'll be able to access the signer and that any facility requirements — such as check-in procedures, visitor restrictions, or advance notice — have been satisfied before the appointment. Facility restrictions or an inability to access the signer may affect whether the appointment can proceed as scheduled.
Appointments at these locations may also be subject to a premium reflecting additional wait-time or complexity risk; any applicable premium is disclosed and estimated provided before booking.
Appointments affected by severe weather, road closures, or a notary emergency will ordinarily be rescheduled at no additional charge, with the amounts already paid applied to the rescheduled appointment. If Blue Quill is unable to provide the scheduled service and the parties are unable to agree on a replacement appointment, amounts paid for services not provided, excluding the booking fee, will be refunded.
These Terms & Conditions apply to every appointment, whether booked directly by you or by a referring attorney or advisor on your behalf. Where a professional partner books your appointment, billing and fee responsibility follow the arrangement between Blue Quill and that partner; ask your attorney or advisor if you have questions about how your appointment was billed.
From time to time, Blue Quill offers notary services through community programs, volunteer initiatives, or special events that we organize or host, sometimes at no charge or under different pricing, scheduling, payment, or cancellation terms than described elsewhere in these Terms. Where we disclose different terms for a specific program or event, those terms apply in place of our standard terms for that program or event. Regardless of any fee waiver or event format, all notarial acts remain subject to Pennsylvania law and our standard identification and other notarial requirements described in Sections 3-5.
Our notary sometimes volunteers within programs organized and controlled by other organizations — for example, a bar association's community legal clinic. When that happens, you're not entering the ordinary Blue Quill customer relationship described in these Terms: the volunteer engagement is subject to that organization's own applicable terms, waivers, and volunteer requirements, not the fee, cancellation, liability, indemnification, or dispute resolution terms in these Terms & Conditions.
When you contact Blue Quill through our website, by phone, or by email, we may collect your name, phone number, email address, the nature of your inquiry, and any scheduling details you provide.
Please don't submit Social Security numbers, complete government ID or passport numbers, account credentials or passwords, medical records, or complete sensitive legal documents through our general inquiry form or email, unless we've specifically requested them through an approved method.

Blue Quill does not sell client information. What we share with a referring attorney or financial advisor depends on the referral:
● If the referring attorney or advisor prepared or represents you on the documents being signed, we may confirm to them that your appointment was completed.
● If the referral was a courtesy introduction and the referring party isn't otherwise representing you on these documents, we do not share appointment details with them without your express consent.
We may also share information with third-party service providers who support our business operations, such as website hosting, communications, scheduling, payment processing, accounting, and data storage or security services. These providers help us operate our business and aren't authorized to use your information for their own purposes.
Blue Quill Signature Services LLC takes a data-minimization approach to client information. We seek to collect and retain only information reasonably necessary to provide our services, administer our business, and satisfy applicable legal and recordkeeping requirements.
In providing requeted services, we may temporarily receive, print, transmit, or store client documents when reasonably necessary to complete the service.
Client and business information is maintained using company-authorized systems, service providers, and physical storage appropriate to the nature of the information. Access is limited to authorized individuals and service providers who require the information for legitimate business purposes.
We retain different types of information for different periods depending upon the purpose for which the information was collected and applicable legal, regulatory, tax, accounting, contractual, insurance, and business requirements.
Because our services may involve sensitive personal and legal documents, we do not retain copies of client identification or legal documents merely as a matter of routine when there is no continuing business or legal need to do so.
When information is no longer required and is eligible for disposal, it is deleted or destroyed using methods appropriate to the nature and sensitivity of the information.
We use reasonable administrative, technical, and physical safeguards appropriate to the information we handle, and respond to security or privacy incidents in accordance with applicable law.
As required by Pennsylvania law, we maintain a notary journal recording each notarial act performed, including signer name and address, the type of identification presented, and the date and nature of the act.
This website is built and hosted using Google Sites, a Google Workspace product. We use Google Analytics to help us understand how visitors find and use our website. Google Analytics may collect information such as pages visited, general website interactions, approximate geographic location, browser or device information, and information about how visitors arrive at or navigate the site. Google Analytics uses cookies and similar technologies to support this measurement. Blue Quill uses this information in aggregate to evaluate website performance and improve our online services; we do not use Google Analytics to collect the information you enter into our contact form.
If our contact form is a Google Form, the information you submit is processed through Google's systems in addition to being reviewed directly by Blue Quill. We do not intentionally send Social Security numbers, government identification numbers, medical records, legal documents, or other sensitive client information to Google Analytics.

You may ask what personal information we hold about you and request that non-statutory records be deleted. Notary journal entries must be retained by law regardless of this request.
All content on our website - including text, graphics, and logos - is the property of Blue Quill Signature Services, LLC and is protected by applicable copyright and trademark law. Unauthorized use, reproduction, or distribution is prohibited.

We may update these Terms & Conditions and Privacy Policy from time to time. The effective date above reflects the most recent update. Continued use of our services after changes take effect constitutes acceptance of the updated terms. Changes apply prospectively and do not alter the terms applicable to an appointment already confirmed unless the parties agree otherwise in writing.
Before starting a legal proceeding, we agree to first attempt to resolve any dispute about these Terms or our services through good-faith negotiation. Any claim must be brought within 2 years of when it arose or was discovered, whichever is later. Any court proceeding will be venued in Bucks County, Pennsylvania.
These Terms & Conditions are governed by the laws of the Commonwealth of Pennsylvania. By booking an appointment, you acknowledge and agree to these terms.
If any provision of these Terms is determined to be invalid or unenforceable, the remaining provisions remain in effect to the fullest extent permitted by law.
Blue Quill's failure or decision not to enforce a provision of these Terms in a particular instance does not waive its right to enforce that provision in another instance.
Written estimates, booking confirmations, or service-specific disclosures may supplement these Terms. Where a booking-specific written term expressly differs from these Terms regarding price, service scope, appointment location, scheduling, or payment timing, the booking-specific term controls for that appointment. All other provisions of these Terms remain in effect.
